Generally speaking, a  pet registry is a database that holds information about pets and their owners.  One of the purposes of a pet registry is to have a central repository of information that can be accessed should a pet be lost.

Information such as photos of the animal, the owner's address and phone number, vaccination records, etc, can be found on the registry.  

Should a pet become lost, a person who finds the animal can then have a way to contact the pet's owner.  The more advanced registries provide a website so that people who are not familiar with how the tag license number is structured, nor what to do with it, can still take action.  Once on the website, the pet registration number can be used to get the owners phone number.  Normally, the owner's address or other personal information is not available to the public.  

Whether the service includes a collar, tattoo or other identifier, in the end the true value of the offer is in finding a way to quickly and easily reunite pets with their owners.  There are several sites that appear to strive for a national registry but no one service appears to have a national presence.
